Originally Tupolev ANT-14, capable of carrying 32 passengers, was designed for service on route Moscow – Vladivostok. ANT-14 has been credited as the first Soviet all-metal aircraft, built of noncorrosive steel and duralumin. The aircraft successfully passed test flights in 1931, but it was not placed in production. Air travel in the USSR was still at a modest level and was easily satisfied by smaller aircraft carrying fewer passengers.
