On March 10, 1951, the Austrian postal authorities issued a four stamps set to publicize and to fund the huge post-war reconstruction effort. In the "Moscow Declaration" of 30 October 1943, the Allies designated Austria as the first "victim" of "Hitler's aggression" and its restoration as a "free and independent" country as their long-term objective. After the war, the situation in Austria, especially in the cities, was desperate: There was hardly any food, many flats where bombed, public transport and health care was practically non-existent.
