Germany has a long history with respect to the delivery of newspapers by the Post Office. According to the Postal Act of October 28, 1871 the Reichspost was obliged to deliver newspapers with a political orientation up to a distance of 15 kilometers around the place where the newspaper was printed. Later, all the newspapers, magazines, trade and association magazines were circulated through the “Postzeitungsdienst” (Newspaper Mail Service).
