With the first United Nations Conference scheduled to begin on April 25, 1945, in San Francisco, President Franklin Delano Roosevelt (1882-1945) requested that the design of the issue commemorating the conference, be as simple as possible. He suggested the wording ‘Toward United Nations’ and he also requested that the stamp have a 5¢ denomination so it could be used to send foreign first-class mail. 

Postmaster General Frank Walker (1886-1959) sent a memo to Roosevelt on April 9th asking him to select his preferred design. On April 11, the day before the President died, he selected Design No. 1 to be issued and..
