On September 1, 1938, the Reichspost issued a stamp with the portrait of Adolf Hitler to publicize the annual Nazi Party Congress at Nuremberg. The design is identical to the April 13 issue for the 49th Birthday of Hitler printed in blue green with a horizontal inscription "Reichsparteitag 1938". The surtax went for promotion of Culture.

In September, the 10th Party Congress was named the "Reichsparteitag Großdeutschland”, September 5–12 (Rally of Greater Germany). It was the last peacetime rally and the largest Nazi rally ever held; there were more than 800,000 members of various Nazi organizations which took part in the festivities which lasted for a week.
