The Union of Soviet Architects, formed in 1932, held its first congress in June 1937 in Moscow. In Soviet architecture, the preoccupation of the 1930s was the creation of a new ‘Socialist city’ centered on the remodeling of Moscow. Architecture played a central role in Stalinist political culture. While the practical advantages of reordering and modernizing the capital city were no doubt a factor in launching the project for a new Moscow, the symbolic function of its ‘transformation’ was paramount. The plans for a reconstructed new Moscow functioned as the best practical guide to what Socialist Realism might mean in architecture.
